It was a scary child's movie that I had seen in the 80's when I was growing up. I think kids were disappearing in the town or something. There was an evil guy taking these children. The hero kid's hair turned white in one scene and there was a big machine involved with the kids.

I think this was the 1990 film "Stephen King's It" based on his 1986 novel of the same name. The story was about a demon that hibernated under the fictional town of Derry, Maine, coming to life in cycles and hibernating during times of extreme violence. I also remember the scene where the bully's hair turned white, that was very memorable.
