My wife and I live in Fairfax, VA more than 10 years. My wife's niece, who is 15 years old, has just arrived to the States two weeks ago as an international student of a private shool and her school will start in 2 weeks, after Labor Day. We are thinking about applying for legal guardian of her niece. How do we apply for it? What are the requirements to become a legal guardian of her niece in Fairfax, VA?

Yes, her parents consent. She is on a student visa.
