Take him to the humane society. I'm pretty sure what you described could be rabies. The people at the humane society will be able to help him, even if it means he needs put down to end his suffering.

There is also a "dumb" form of the disease in which the animal is lethargic, weak in one or more limbs, and unable to raise its head or make sounds because its throat and neck muscles are paralyzed. In both kinds of animal rabies, death occurs a few days after symptoms appear, usually from respiratory failure.

Rabies - Symptoms, Treatment and Prevention

    Paralytic phase
The third and final phase of infection usually lasts for 2 to 4 days. Initial symptoms include the following:

    Appearance of choking
Dropping of the lower jaw (in dogs)
Inability to swallow, leading to drooling and foaming of saliva (i.e. "foaming at the mouth")
Paralysis of jaw, throat, and chewing muscles

Sounds like the late stage of rabies to me.

We took him to the vet and they asaid they were not sure what was wrong with him... but we agree since he is an older cat that if he didn't show some signs of improvement then we would put him down :( it makes me said but I don't what him to suffer either

I'm sorry to hear that, it is always a difficult decision whether to continue treating them.
Good luck, and I hope you can find out what is wrong with him and give him a few more years.
If not then don't for a second regret your decision, it's hard, but unfortunately it is just something that has to be done to end their suffering.

You can't catch it, but your other cats can. You can get them tested and vaccinated against it.
