    Carrier gas pack-no air movement
I have looked at the circulation fan and it is working. I have a contractor putting a room addition on the house and the problem started when they were moving some duct work.
The return trunk was disconnected and moved. They did not connect it completely and the circulation slowed then stopped. The crawl space is cold and is moving air.

I called them back and they said they fixed the problem- the duct was not secure and came away from the unit allowing the cold air to flow into the crawl space. I was then told the system was frozen and needed to thaw for some time. The duct work is wet and condensating. I have waited 8 hours. The system still does not circulate any air.

The condensing unit is working, the pipes are sweating
I removed the duct cover and the squirrel cage fan is moving air.
I removed the filter on the intake inside the house and there is no air movement at all.
There is no air coming from the vents.

Could they have reversed the ducts? Would this be a symptom?

    Sounds like a duct problem.
