My upstair ac unit blows out warm air, and my unit outside is blowing out cold air. I was told to turn the unit off outside, and then turn it back on, which might correct the problem. However, I was wondering how to turn the unit off outside.

You can turn off the outside unit by turning off the circuit breaker in the main electric panel of the home OR by pulling the disconnect usually mounted to the house next to the outdoor unit.
