My rzt50 Cub cadet electric start clicks from the solenoid. I replaced the solenoid and it still clicks but does not start. I bypassed the solenoid but engine doesn't turn. Is the next logical step the Starter?

No, the next logical step is to check the valve clearance. But first take your hand and manually turn the engine clockwise past compression and try the starter again. My bet is that it is just held by compression and mis-adjusted valves.
