Sorry, but seeing as how I've never heard of "value villiage" I would assume my local stores are different than yours, so most of my good places probably wouldn't be in your area. Keep looking, I'm sure you'll find something good! :)

I always go straight for the clearance and sales racks in ANY store. Even in places like nordstrom's, if you've got the patience, you can find amazing deals on cute clothes. I pride myself on how many of my best outfits have been found on the clearance racks :) and also my older cousin's closets... hehe
If you want to buy something generic from k-mart, just like a plain colored t-shirt but want to jazz it up try these:
Go to a local fabric store and get a length of sheer patterned fabric to wear as a neck scarf or tie it around your neck like a tie.
Longer t-shirts can be worn with a thick belt to make it more interesting.
Buttons can be great if you are an able sewer, just get a plain t-shirt and sew colored buttons onto it in a pattern (flowers, swirls, anything!) it will be individual and cute.
Iron on transfer paper.
You can buy this pretty much anywhere, k-mart, fabric stores, supermarket. You just print out a picture from your computer onto the paper and then iron it onto the t-shirt.
Adding jewellery to a plain outfit can dress it up too...
If you have a dark green t-shirt, buy some funky purple jewellery to go with it. It doesn't have to be expensive, just colorful, plastic beads are great.
