I would check all fuses first, also need to check voltage to Starter when Key Turned.
    I'm sure you're in Neutral.

Will the engine run like that? If so, may be just the Relay, need to find what is missing(Switched from ignition switch, hot, ground, to starter solenoid)
Ground may be from a Neutral switch.

Sounds like you have a couple of Problems, I would look for a Main Fuse, I will check for a diagram. Any Codes?

Thank you... but you think it's the ECU PROBLEM?

Sounds like it "could be", I am thinking that the Starter is NOT dependent on the ECU.
A wiring diagram will tell all.
Do you have the Shop Manual?
They save a lot of time and Money.
If you have One, follow the Starter on back to Ignition.

Could be Under Dash, In glove box, under the Hood, Maybe a Fusible Link.

This shows the Coil and the Contacts for that relay, see what's missing.
    VWP - relays
