I've seen that movie before. It's about a rookie cop and his partner investigating a murder that was committed by gang rivals. At least that was the way it started. The rookies partner new a lot about the gangs and was at the same time trying to be merciful to them. The rookie on the other hand was too hard on those people. Then later the gangs are so fed up with the rookie that they put a hit out on him. Hope this helps. It's a good movie, though the ending is... sad.
