You asked your question as a answer to someone else's question. I have moved it.

Dangerous to society, call the police and report them, call immigration and report them

One person is illegal, dangerous and working under the table? Which offends you most?

If the dangerous part concerns you, contact the Police with your proof; if it's the illegal part, notify Immigraton; if it's the working under the table part - mind your own business.

I have to disagree with you on this one Judy... working under the table IS everyone's business. They benefit from the tax that they aren't contributing to. That is what offends ME most. :)

I'll give you this one - I just see these posts as somebody involved in someone else's business.

So I'll change my advice to OP contacting tax authorities with proof and letting them take over.
