What is the federal criminal penalty for knowingly using another person's name and valid social security number?

It varies, depending on the circumstances of the crime.

    It's identity theft, it's fraud.

Did the person use it for financial gain? If so, how much money was involved?

Also, it depends on the country. If in the US it varies by state.
