You don't know if the man is the father of this child ?

A father has rights to his children regardless of how long it's been since he's had visitation. If there's a reason he has not had visitation for so long (violence in the past, being incarcerated, drug abuse, etc) he may have to have supervised visitation or meet other requirements the court sets and he'll have to go to court and get a court order for visitation to exercise his rights.
What do you mean though by alleged? He may have to establish paternity. Then if it turns out he's not the father then he would have no rights.

Has paternity been established and is there an order in place granting him visitation? Even if he's never adhered to it? If so, then he has whatever rights are delineated in the visitation order. Now if there's no order in place, then no, he has no visitation rights that are enforceable but certainly has every right to file a motion for one. As part of this, paternity will have to be established if it hasn't been already.

Well, until proven to be the father he has no rights. However, after proven to be the father he does/will have rights and responsibilities.
