My 89 manual transmission honda civic starter won't engage. Starter was just replaced and was checked and is working. Power is getting to celenoid switch and celenoid/starter won't engage??

I have a similar problem with my 97 civic the starter won't engage. Did you ever figure out the problem, If so what was the fix. Thanks phrog man.
