In Pennsylvania tenant installed heater in garage at his expense. Can he remove it at termination of lease?
Sometimes tenants make improvements to a rental property which enhance it. If you didn't want the heater that he installed, then he would be obliged to remove it, as it is his property, of course, at your request.
If he leaves it there without asking you to reimburse him, would it be a problem? If so, I would get it in writing that he was leaving it free and clear for you.

What does your lease say? Generally a lease will state that any material improvements become part of the property. On the other hand, if the device was easily removed and the tenant repaired any damage created by the installation, there may be nothing wrong with him taking it.
I absolutely agree with Scott - and form leases contain language concerning permanent vs removable "improvements."
