    Maybe I am asking the wrong question can someone tell me

    What is a highly effective public administrative response
    I just need someone to tell me in english what this mean so I can answer the question please.

    What can a public official (e.g. village president, library director) or a public body (e.g. township as a whole, village as a whole, public library) say or do that is meaningful and helpful.

    For instance, the community in which I work has had a large influx of Spanish-speaking residents. Thus, the library director hired a native-Spanish speaker to serve as liaison between these residents and the library, to introduce them to the library, to run story times in Spanish for their children, to offer ESL classes, etc. That was a "highly effective public administrative response."
