My son fathered a child 18 months ago, He was just contacted by family services to pay child support. Because paternity was a question a test was done and it was confirmed that he was the father. The mother does not want him to have anything to do with the child and wants him to relinquish parental rights.

If he does this in the state of Missouri, would he still pay child support? What procedure is used and is this something he can do himself? If he does not have to pay child support is this something she could come back and push at a later date?

First of all he really can't, mother may want it, but the court is not going to let him just sign over his rights unless she is married and has a husband to adopt.

But if by some magic wand, she finds a liberal judge or some excuse to make it happen, yes he will still have to pay child support.

Rights to visit has nothing to do with support.

And if she does not file for any support, if she ever receives any welfare the state comes after him anyway

A. He really can't just sign over his rights a judge would have to approve it and they don't do that (it isn't in the child's best interest) unless it is to make way for an adotion or if the parent is a danger to the child.
B. If he wants to see his child then he needs to go to court to get a visitation order. Then it really dosen't matter what the mother wants because he has an order for visitation that she has to go with or she can be held in contempt as easily as someone not paying their support. (sometimes easier because there aren't as many financial issues with visitation)
