Maybe a capacitor, A tech May? Try to give fan a push to see if it will start, will use a stick, not finger.

Be sure power from disconnect is OFF.
If it is a quiet buzzing, sounds like both your fan and compresser are not running. Check your voltage to unit, fuse/breaker if all are fine your fan and compresser are probably hot and comp. off on overload and fan is probably bad.
Yep, if very quiet buzzing, you most likley don't have 240v to condenser. The buzzing you hear is the contactor. First check all breakers, disconnects(and fuses). Let us know what you find and we will take the next step.
