If in the A/C mode make sure the blower switch is in the auto position. If that fails to correct the problem you probably have a defective blower relay and if you have a circuit board design unit then you might have to replace the board. Another possibility is you have a low voltage wiring problem from the thermostat to the inside unit causing a short across the blower wire.
