Are there parts that can be replaced to turn off the light and fan?
Does the remote have a small red light, does it light up when a button is pushed?
The red light does light when the buttons are pushed
Check to see if the hand held has small dip switches, compare their setting with the receivers switches in the canopy.
Maybe you need to reprogram since you removed the batteries?
Just a guess,that is what I have to do with my TV remote when I change batteries.
May be true with some remotes but not fans.

Check the dip switches, but it is probably the receiver. What make is the fan?

I have a Harbor Breeze, 56 in. Exeter Ceiling Fan. I had the remote on the table next to my chair. I looked over and saw the red light flashing like crazy. I had to remove something from on top of the Remote like a paperback book. The light kept flashing, so I pushed some of the buttons, thinking one of them was stuck or something. The flashing eventually quit, but when I push a button now, the red light comes on with no action at the fan. I've replaced the battery with a brand new one, but still nothing works. We had just turned the light on and off that same evening.
Any informed guesses are welcome at this time.
Try a different dip switch setting (on the receiver AND remote). Try removing the battery for an extended period (an hour or two is fine) then replacing it. If it doesn't start working again, report back.
