I remember seeing the trailer for this animated movie so many times as a kid but I never actually saw the movie. Now I'm curious to see it.

I remember the trailer showing these really over the top cats and cat themed items (cat hot air ballons, cat cars etc... )
There was a lot of bouncing and jumping going on in the trailer; very carnivalesque. I can't remember if the main characters are cats too but the villain is a sleek, lady cat with big eyes. I'm sorry this is so vague.

I think it's Japanese anime but I'm not sure. I hope one of you experts can help me out.
