What all actions the Police have to take before dealing with a unlawful crowd?

Do you mean preparation for like for a protest or do you mean legal actions such as paperwork?

If laws are in fact being broken then the police are obliged to use any means necessary, in increasing order of aggressiveness, to restore order.

ANY MEANS necessary?? Nahhh. The cops have to follow the law too, even if the demonstrators aren't. They can't assault people, even if they are being assaulted. They can't shoot into a crowd, even if rocks and bottles are being thrown at them, or God forbid, being shot at.

In short, the cops have rules too (even though they don't think so).
