Hey,you could try conditioner on the area when you shower it will help soften the hair,it won't take long to grow and the itching will stop.

If you don't shave that area properly, it will hurt like hell when it grows back. Watch out for ingrown hairs, nasty business.

Why are you shaving that area at 13 anyway?

Hmm my PUBLIC hair is on my face and head. My head hair started growing long before 13!

So I guess you mean PUBIC hair. And yes it can itch as its growing in, you are normal.
