I never have signed a lease for my apartment since July of last year.I think my landlord forgot and so did I. Well resently he has been trying to tell me I haven't paid the water bill the hole time I've lived here except about 6 times... Can I skip out and move out without legally owing him any money since there was never a lease signing?

If you never renewed your lease then you most likely are on a month to month.
So you would have to give him a 30 day notice that you intend to move.

Nahhh. You can't skip out. You owe the money and if you don't pay, he'll take it out of your security deposit or he'll sue you.

If you paid some of the water bills, that will be proof enough that you knew it was your responsibility.
