The pipes of water meter in my home are leaking. The leak began sometime in late April. Can this be caused to a frozen pipe?
It could be... or could just be a bad saldering job, or maybe a calcium or mineral buildup ruined the pipe.
Most meters are not soldered, how is yours connected? Also, ask your city water department, they may repair the connection on their side of the meter or tell you everything from the street to the house is yours to maintain, worth asking.

I'm wondering if diomaris1 is talking about a leak that is PAST THE METER and he has been billed and is unhappy because it can't be found..?
If this is the case, diomaris1 you may have a leak under the home somewhere where a pipe is not easily seen OR you could have a toilet tank that is allowing water to leak by a flapper and running up your bill that way... hard to say without discussing a bit more with you.
Most likely we can tell you how to locate the leak, but need to know if I am on track here or WAYYyyyyyyyyy off... ;) Let us know...
