I saw a movie a REALLY long time ago. I was just a kid..

All I remember was this girl walking and seeing like.. a.. dwarf like goblin dude peeing in a fountain..
And then at the end of the movie the leader like takes her baby brother and she's in this place that's like a maze but out of stairs..

Anyone know what its called?

EDIT - actually I think I do remember something like that... The little goblin guys name is Hoggle and he is spraying fairies with pesticide near the start.
