My Ac unit is not cooling, first the fan on the outside unit would not start, then after researching a bit someone said to try to move fan with a stick to see if it would start, it did, but it is still not cooling; and my daughter said that she saw water coming out of the drain that is located in the front of our house... Any suggestions on what may be the problem?? I have 4 girls tha can't stand the 105 Texas heat...

If the outdoor drain is running water that means that the AC has been working recently.

First have you changed or cleaned you filter recently? Is the fan in the air handler or furnace running? If it is running do you feel any air coming out of the grills, either cool or not.

Feel of the large copper line out at the Condensing unit It should be very cool to the touch and it should have moisture on it.
