Does he have any type of court orders for visits that he is not following through?
Does he know you want to move?
If he does what does he say?

Is he threatening you as saying he will stop you, or will he bring you to court via stopping you, the latter, would be best, as if he brings you to court to stop you from leaving the country, they will cuff him as a deadbeat owing childsupport dad. Personally, I would apply to the court to leave the country with the children, or contact child services and do it legally, so he cannot come back to you on this. Keep in mind that as much as a deadbeat dad he is, it does affect the children not having that equal parenting. Children tend to think it's their fault parents fight, or don't want to spend time with them.
    Blessings
