I recently died my hair red and didn't like it so I covered it up with a dark brown semi-permanant. A few weeks ago I bleached it but there was a stripe about an inch away from my scalp that didn't lighten it went a bright red, so I put another brown semi on to cover it.
I really want to go back to blonde but can't afford to go to the hairdressers, would a hair dye remover work? What tone should I go for afterwards? How do I get back to blonde?

Okay wait for a while until all the colour comes out, then you can get a die thing that takes all the colour out of you hair and put your hair as closely as it can to your natural colour, try that then if you don't like the colour bleach it to the colour you want.

Then I know you can get a die that takes all the colour out of you hair, and tries to put you hair back to your natural colour, if you don't like the colour it turns your hair bleach it then you will have you blond hair back

You made several mistakes. First, you didn't realize that it's always easier to fix a color job gone wrong than it is to fix a color job that's gone wrong than it is to try to remove dark dye. The second thing you did wrong was to try to bleach out the red. Third, you didn't realize that semi-permanents can be more permanent than permanent dye on bleached hair. Lastly, you didn't realize that the "stripe" was simply your roots that had been treated differently from the rest of the hair and simply putting more bleach on them would have solved your problem.

There are two types of color removers: Oxidative (bleach) and reducing. The reducing type is quite gentle on the hair, but because you tried to bleach, you over-oxidized the color and reducing color removers won't work. Your only choice now is to try a relatively harsh color remover like Color Zap or Effasol. Of the two, I'd suggest Color Zap.

So, use the color remover (if your hair can stand it) and then re-dye the tone you want your hair to be -- if the color remover gets you light enough to get there. Otherwise, dye it as light as you can. Also keep your fingers crossed and hope that your hair doesn't break.

I kind of had the same problem..

My hair color is VERY blonde.. I went in to a salon to get some lowlights and highlights added.. my lowlights turned out to be navy blue because they used an ash based lowlight... I went through HELL and back to fix it.

I would recommend getting it done in a salon.. you need to strip your hair and remove the color. I wouldn't do it yourself, you run the risk of making it worse. When I stripped the color out of my hair, they pulled it through a cap and frosted it to make the dark pieces lighter. It still wasn't my natural blonde, but it was better then blue! Haha.

Make sure after you do a lot to your hair, do like a deep conditioning treatment to keep it from getting damaged. I know what it's like to make a stupid decision and want to go back to your light blonde.. it's very hard to do and will take time.. just learn your lesson like I did. Blondes have more fun :P
