Okay there's this movie I watched the other day, it was either on FX or USA or something. It had these two guys that wanted to fight each other. One guy had blonde hair and his mom worked at a school. The other had a blonde girlfriend and was over 18. One day they decided to race and the older guy hit a man jogging on the sidewalk and died. But then the older guys friend said "GO!" "your over 18, youll go to jail!" but then he drove off to his girlfriend house and she told him to turn himself in, and he did. That was the end of the movie. Help?

I don't think it was actually a movie. What you describe is the exact plot of an episode of Degrassi: The Next Generation (season 6), episodes 1 & 2 called Here Comes Your Man. I suppose if they were run together it might seem like a movie.
The plot focuses on the character Peter, a blonde teen who has a blonde girlfriend named Emma. Peter's Mom is the school Principal. Peter gets a new car for his birthday and becomes a gear head, obsessed with cars and speed. He hooks up with the local 18 year old bad boy Sean, for a night race. Sean is Emma's Ex and also a motor hear. During the race, bad boy Sean accidentally hits a jogger. Peter, being under age, tells Sean to run, because he'll get adult jail time if he stays. Peter takes the blame for the accident. Peter's girl friend Emma feels guilty and tells the truth at the end.
