The inside unit comes on and blows air not cold air. I have changed the capacitor, but the outside unit still does not come on. There is a slight humming coming from the outside unit. Neither the fan nor the compressor is coming on. The connector is clicking closed when the inside unit is turned on. Also I have to push the reset button when I first turn the unit on, for it to actually come on.

Also the fan turns freely whether the unit is on or off

Do you have power to the outside unit?

Well I thought I did. As it turns out half of the breaker for the outside unit had gone bad. So instead of 240 going to it, it was only getting 120.

Problem solved!!
