Since you are not a legal adult, there is not a lot you can do.
This is something that is up to your brother and his biological parents for reuniting.
Until you are legally an adult, you can't even hire a private investigator to look into it.
Are you sure your father doesn't have more information than that? Many birthparents these days have a VERY good idea where their adopted children are, and many have contact with their children through their adoptive family.
You should talk with your father about this, really. Maybe the two of you could look together? If your father doesn't want to be involved, though---there's nothing you can do until you are 18, and even then your options will be limited.
