I have a central air unit and the outside fan does not turn on. I can feel a little bit of air flow in the house and I can hear it turn on, but the fan does not turn on and it makes a hissing sound. Can amyone help me before I melt?:(

It sounds like it could be a bad fan motor or maybe the capacitor is bad. That hissing sound is most likely your compressor internal bypass opening up cause its building too much pressure without the fan running. Pull the disconnect until you get it looked at to save your compressor.
