When freezing a bank acount is it legal to freeze joint bank accounts in NY State?

What are my options as far as opening another chkn acct at a bank when I have in the past paid my debtor with a Bank A whom they may have available information and seize or soon freeze. Can I go and Open another Acct so that I can pay my bills on line and continue my regular debit card transactions. I owe money to a Car dealer it is a small enough amount to pay but they won't work with me can I get an atty? What kind of atty do I call?
