I don't know if you have AutoZone where you live, but they provide a free diagnostic for a check engine light. You may check with auto parts stores in your area as it is a common service. Check engine likes are usually a faulty sensor, but could mean emission problems.
Oil should be changed every 3 months or 3,000 miles, whichever comes first. Tires are usually rated for x number of miles so that's hard to say, but you can monitor your tread and replace them when they wear less than, I believe 1/4" (someone else will have to verify that). Also, you should rotate your tires regularly to ensure even wear.
