Birth certificates cost somewhere between $7. to $20.
If you are not allowed to talk to either one of them WHO is your guardian? You can ask your guardian to get you a copy.

I could be very wrong here as I am in Australia but here we go to the Registry of Births, Deaths and Marriages, pay a fee and get the copy sent to us. (I am sure America would have somehting similar)
You guardian should be able to take you in to get it.

You call the town or city clerk where you were born. If you cannot go there you can send a certified letter with a notary signature on it with the amount they request and they will send it to you. Or if you live near where you were born you can go in with some proof of who you are. Your school should have a copy of your birth certificate on file. And they will issue you one.
