    No of course not.

    Resident = residing in that place, country, home etc.

    Citizen = a native or naturalized member of a country, state. Someone who through birth or naturalisation holds citizenship for the country concerned. Citizen refers to a national of a country.

    As a citizen for example you would have the right to vote, while just as a resident you don't.
