Starts and runs for seconds and shuts off,fuel sort of fills in the bottom of breather throat at choke when that happens I am able to start it ,and runs till its gone. Fresh gas,and gas is going to carb.cleaned carb,could it be the fuel pump not pumping the right amount of fuel to keep it running.How to check full pump is working proper?

Could be the fuel pump. Disconnect the hose at carb, and probably bes to take out plug. Turn engine over and, it does not really matter whether vacuum or mechanical, it should shoot out a strong pulse of gas from hose.
