It's a bit all over the place here in the question.
The basics are the tank pressure needs to be 2lbs less in pressure the what the pressure switch is or 2lbs less then the pressure switch is set to shut off.
Check for water logged tank after its air pressured. Tap side of tank and it should sound hollow about half way up. If not then a bad bladder in tank.
Also when the pump runs and pumps up pressure see if the pump pressure gage shakes while building pressure in the water lines this is a symptom of a bad bladder in the pressure tank.
If captive air bladder is bad then you will have short cycling on the pump/switch
