    I have a lawn tractor (troy bilt), ran fine, until fuel filter was changed. I replaced the battery but the engine still won't start. I can free spin the top of the engine ( screen) then the engine will crank about 1/4 turns then lock up. Fuel keeps pumping into the oil even after oil was changed. Is there anyway to check if the starter is engaging? Or if anyone may know what could be wrong.

    HOLD on there lest address the fuel pumping into the oil/crankcase first. That's usually the needle and seat valve and or carb float. NEVER should there be gas in the oil...

    The 1/4 turn then locking up could be too much gas in the cylinders. Or a bad starter wheelor low battery

    Fix carb problem first then get back.
