In the kitchen of my apartment (a downstairs unit) if the hot water is not turned on far enough, it makes a horrible loud groaning noise. Any ideas?

Quite often that's known as a "whistle," although it doesn't sound like a whistle to me at all. What it is is a piece of dirt/grit/metal caught by the valve in the pipe. Try cutting the water off and unscrewing the hot water valve and cleaning it out.

Mmm I'm not sur eon the brand. But its 2 knobs, and I just found out the building is EXACTLY hwo old I am :P 1984. So its about 24-25 years old. Eek!

No there isn't a sprayer. I wish I had a spray attachment :P I want one with a hose one day. But not yet. :P
Sounds like you may have a washer the split and is vibrating against the seat on the hot water side. Shut the water off to the faucet and remove the stem and washer assembly.(see image). Check the washer and replace if faulty,(at least turn it over). Now place a pan over the faucet and turn the water back on to flush out the supply. Reassemble and test. Noise better now? Mmm no :( its not.
I did some asking around and everyone in this apartment building has this problem. And some from other buildings, but not all.
I also found out that the brand name is Price Pfister.

Does it help to say that it seems like a vibrating sound? And FEELS like its vibrating I should have said that before but I didn't think of it.
Are all apartments fed hot water from the same heater or do you each have your own?
Each building has a waterheater shared by 12 other apartments.
Is that a lot? That seems like a lot to me !
If every hot faucet in every unit had the problem I'd be looking at the heater. You have just one faucet vibrating and not your others so it's that facet. Tom's fix should have worked unless you slipped up and the replacement.
I didn't do it myself, I put in a work order with the apartment office and the matenence guy came out and changed the washer on the facet.
Now why did we forget to take that route, usually I do. What did he do?
He took the whole facet out and replaced that silver base thing. The one that sits on top of the sink, and said it was lose and vibrating. I didn't believe him... I get the feeling that our apartment complex has simple generall repair guys. Not plumbers...
Here is a picture of the exact one we have. I wanted to make sure you had that just cause its so freaking old and the company price pfister aparently has A lot of new ones out too.

Yes its still there. At this point the apartment office telling me to just get used to it because its not going to go away. UGH so frustrating.
