My kenmore washer model # 11023032101 fills with water but when it is supposed to go through its cycles, it shuts off for about 45 seconds then goes back on for about 15 seconds and then keeps repeating this off and on problem with the timing of it varying but never runs for over a minute.
If I change the dial to rinse it will run until about half of the load is empty and then shut off, I turn the dial again and then it will finish emptying. HELP!!

There is a probably a bad connection in the 120 Volt AC supply circuit or in the washer connections. That begins at the circuit breaker in the electrical panel of your house and continuies to your washer.
Plug a lamp into the same sockt as your washer and if it still works when the washer quits then the problem is likely in the washer circuits.
