Since you've ruled out the element, my guess is that the thermal fuse has blown.

The thermal fuse is generally really easy to test (with an ohm-meter) and replace.
Also, while you're back there clean out the lint from the vent pipe and the dryer itself.

I like to check voltage to element, and if present, and amprobe shows no current, then it is open.
Since Element is good, I would turn Dryer on, measure across thermals, If 1 is open, it will show voltage. Usually more than one will not go out at the same time.
