Sounds like he has you trained well to let him off the leash.
So when you make him lead what happens.
You might try one of the hackamore collars. It has a strap around the muzzle with a separate lead. If he misbehaves, the second lead is used to turn his head away from the bad behavior. I've never used one but the behaviorist on the "It's Me or the Dog" TV series is an advocate.
Back in the day this one would have been a prime candidate for a slip collar that tightens if he pulls away, but those are out of fashion for a variety of reasons, some good.
Fr_Chuck has a good point. If your dog knows you'll relent and let him off leash, he's going to balk at the leash. Make it clear that he's going nowhere without it. Don't cave. Catsmine's idea is great, too.
