I like this girl and she tells people that she likes me to and she kind of told me herself but she doesn't want a guy that is shy. I want a relationship but I don't know how to bring it up and I don't want to appear shy to her

Then don't be shy, come out and talk to her, show your feeling with confidence. If your afraid to take a risk with a female you get no where. Self confidence is the key, being afraid of being hurt, will keep you on the side lines wishing and hoping.
