I live in a small town, there's these people that ride around up and down my street when I am out on my porch, and they harass me from the street. I have asked them to stop and to leave. They pull it's public property card out on me a few times and I am wondering if I can file a restraint of some kind?

That's going to be your first place. I suspect there isn't much you can do, but if anyone can, its going to be your local law enforcement.
