First off remove the aerator,(see image) from the spout and check the screens. With the aerator removed turn on the water. Pressure better now?
Still making noise? Describe the noise. Let me know. Tom

I think it's your diverter that's vibrating due to the reduced pressure. I'll need the brand name of your faucet so I can give you instructions on opening it up, cleaning the inlet ports on the cartridge and flushing out the supplies. Regards Tom

Glacier Bay is a problem. They don't put specs. And cutaways up to be downloaded.
Glacier Bay is carried by Home Depot.
Most Glacier Bay faucets are manufactured by Globe Union Industrial Faucet Company of Canada , China, and elsewhere. Their brands, besides Pegasus and Glacier Bay, include Danze and Gerber.

You might contact them and request the specs. And drawing for your deck faucet.
    Good luck, Tom

Does your faucet have a spray? IF so, push the spray nozzle and see what kind of pressure you get out of spray and if noise goes away while spray is in use.
