My outside unit fan stays on when the inside air clicks off the fan stay on outside and ice forms on the coils when this happens,while air is running inside it is fine

Sounds like you might have a stuck contactor in the outside unit OR the outside unit is getting a 24 volt signal to the contactor when it should not be.
