How can I fix this?

Is it a quarter turn spigot or do you turn the knob sveral times? Quarter truns are a ball valve, retty hard to plug up. The multi turn valves have a stem, washer and seat, also a bit hard to totally clog. Are there any other shut offs that could be closed that feed this line?
