What's the easiest way to level a 16'' above ground pool

This is not the easiest way, but I believe one of the better ways.

Find lowest point on ground where pool will be put. Make circle 1' larger than pool.

Remove dirt leveling from that spot. Put down 2'' sand to protect liner and tamp.
