I want to pour a concrete overlay on the top of a concrete porch that has been painted. The overlay will be a sand mix with cement added. What treatment does the porch need for the overlay to work?

You must remove the paint to get any overlay to bond.

The overlay you describe doesn't sound like it will stick even after you remove the paint its going to have to be more than sand cement mixture your going to need a hardener/bonding agent with the mix
